LNSW: unique system to facilitate import-export processes for all the international borders throughout the country.

The Laos National Single Window (LNSW) – a digital platform – is already fully in force and effective to simplify and streamline the import, export and transit movements of all goods and commodities across the country, today at the Thanaleng border and before the end of this year in progressive deployment to all international borders and to all airports in Laos.

The use of the LNSW system will help all relevant government agencies to improve the process of issuing import/export/transit licenses as well as the monitoring of goods entering/exiting/transiting to Laos PDR.

Importers and exporters of all types of goods are able to pay all the fees involved in trade (custom duties, permit fee, inspection fee, scanner fee) into one single invoice. These invoices can be paid through different means of payment such as BCEL I-Banking, BCEL One, LDB Corporate Banking, at the counter by cheque based on the relevant regulations.

While understanding the critics from business operators concerning the different mean of payment available in the single window solution, the company highlighted that every payments made through LNSW are directly transferred to each stakeholder account, hence enabling real-time tax payment without any delay. LNSW confirmed it is also working closely with partner banks to add and develop additional means of payment Furthermore, LNSW and partner banks set up a redundant dedicated fiber to ensure that every payment can be processed even in case of technical issues.

The company mentioned the deployment of its services to other borders has been delayed due to the COVID-19 situation. Even though the LNSW officers are not permitted yet to deploy to other provinces, they are fully ready to train business operators and Lao Customs Department officers.

As for the electronic permit situation, LNSW is currently working closely with the Ministry of Health and Ministry of Agriculture and Forestry and Lao Customs Department to implement Electronic permit through the system.

LNSW concluded it is actively working on delivering regular updates to improve its platform and services to help face the challenge of converging to a paperless trade system.
