The overarching objective of the German Financial Cooperation (FC) in the vocational training sector in Lao PDR funded by KfW is to improve the quality and the labour market relevance of TVET and Skills Development as well as to support the employment of vocational institute’s students.

Dual Cooperative Training (DCT) as one major form of demand- and labour market-oriented vocational training in Laos has been formally started with the promulgation of the TVET Law beginning 2014. Its practical introduction started much earlier as a result of exceptional and individual cooperation agreements between some training institutions and interested companies from the private sector. Such ‘informal initiatives’ have shown that the specified demand of the private sector for better qualified personal requires the direct involvement of technical and personal resources from the companies. The active participation of enterprises in the planning, delivery and assessment of TVET is an indispensable paradigm shift in the predominantly school-based training sector and has to be seen as a key factor to achieve the socio-economic development targets of the country.

Reflecting the situation of the vocational training sector and the enterprises in Lao PDR, the Vocational Education Financing Facility (VEFF) shall follow a holistic approach through a combination of quality development in vocational training and promotion of employment. As an innovative financing instrument, the VEFF shall support the Dual Cooperative Training, involving vocational training institutes as well as cooperating enterprises including small and medium enterprises.

Consequently, the Project objective is to increase the workplace relevance and practice orientation of vocational training offers by providing support for the establishment of DCT partnerships between vocational training institutes and companies.
