ECCIL EuroCham is pleased to bring to you this 3 days training on “Duty Free Access to the European Union Market – Incentivising Lao Traders to export to EU” on the 9th, 10th and 11th of March 2022 from 2 to 4.40pm.

Lao PDR, as a Least Developed Country (LDC), benefits from duty free quota free exports for all goods produced or processed in Lao PDR to the EU market under the EU’s Everything But Arms (EBA) scheme. Businesses in Lao PDR have a unique opportunity to make use of the duty-free access to the EU to grow its exports to EU as well as to diversify it as duty-free and quota free access is available for all products.

ECCIL EuroCham has teamed up with ITC, under the scope of the ARISE Plus Lao PDR project, to organize this training programme, to help entrepreneurs in Lao PDR understand the opportunities available for Lao PDR under the EU’s EBA scheme, and how exporters can effectively make use of these benefits to access the EU market.

The training programme will:

  1. Present the operation of the EU’s Generalized Scheme of Preferences (GSP) and applicability for Lao PDR;
  2. Outline the key technical and regulatory requirements that Lao exporters need to fulfil in order to benefit from the EU’s preferential trading schemes;
  3. Explore in more detail complicated requirements such as rule of origin requirements, as well as other requirements to export to the EU such as packaging and labelling requirements;
  4. Discuss the upcoming reforms to the EU GSP scheme to be in place from 2024 onwards, the impact on Lao PDR, and how Lao exporters can prepare accordingly.

About Speaker:

Dr. Tobias Dolle, ITC International Expert/Senior Associate - FratiniVergano. He holds a Bachelor of Law in public law from the University of Paris (2007). He is also a graduate of the University of Potsdam Law School and passed the first German legal state exam. His PhD thesis is in the field of international trade law and dispute settlement. In the summer of 2014, he received his Ph.D. magna cum laude with a dissertation titled “Dispute Settlement in Free Trade Agreements”. In his legal career he continued his focus on trade related issues and is an International Expert for the International Trade Centre on matters related to the EU GSP schemes and market access requirements.
